This proverb emerged from the tenant farming system of Lombard agriculture, where the contadino (peasant farmer) worked land owned by an absentee landlord who collected his share of the harvest regardless of whether the crop had been good or bad, and who, in times of disaster, sometimes benefited from the insurance or from clearing the land for new use. The burning house became a symbol of the asymmetry of power: the worker loses everything in the fire; the owner, insulated by distance and property, finds a way to profit even from catastrophe. In industrial Lombardy the proverb was applied to factory accidents, where workers were injured and the owner collected insurance. In contemporary Milan it is used about financial crises, where ordinary people lose their savings and banks profit from the volatility.
